The Globe has an editorial today "Here's to a new goal: most literate nation". Unfortunately they lock their content up, so there's no point in linking to it.
Anyway the gist was that children with lots of books at home do well in school. Presumably this might extend to children with good access to a library, but this was never explicitly stated. They said Canada can't aspire to be a great manufacturing power, but we could aspire to be a great reading power.
