"It is recommended a new museum be built on the extended Bayview site spanning the existing railway line," the consultants said in their 2003 report.
"The size of the entire land -- 56.8 acres -- owned by the city of Ottawa and the NCC, is large enough for both the present project program as well as for its future expansion."

They decided it was the best location based on its proximity to the Ottawa River Parkway and downtown Ottawa, its access to the railway lines that would allow easy transportation of museum items including locomotives, its proximity to "excellent" public transit that would reduce parking requirements, and its access to the Ottawa River.
Museum officials could not be reached yesterday, but last October, they were said to be preparing a report on their preferred site for then-heritage minister Liza Frulla.

The museum, housed in a cramped former warehouse and bakery with a leaking roof, has been fighting for a new home since 2001. It has complained that its large collection of about 931,000 objects, including uncatalogued items, is languishing in three warehouses.
