The Government of Canada has an Enterprise Architecture initiative.

Recently as part of this, they have released two papers about Service-Oriented Architecture (SOA):

GC Service Oriented Architecture Strategy - Statement of Direction
This document introduces the Service Oriented approach and the GC SOA reference model that provides all departments and agencies with a statement of direction and orientation to help ensure a consistent adoption of SOA in support of a cohesive approach to service delivery across government.

GC Service Oriented Architecture Strategy - Primer
This document provides a foundational overview of the GC SOA and introduces the basic concepts of Service Oriented design from the perspective of the Canadian Federal Government.

As you can see, they are still at an initial and very high-level stage.
