For Web 2.0 projects, the operative term is ‘just do it.’ For SOA, build a business case first.
In a way, this tells you that if you don't have an enterprise, you don't need to be as concerned about SOA. But that then also tells you about scale. So SOA may not be a good match for some individual libraries, but it may be a key methodology for efficient resource sharing in the overall system of libraries.
