In a nutshell, SOA helps developers build new business applications faster, easier and cheaper by assembling them Tinkertoy-style from stand-alone software services that do things like order supplies or issue invoices.
...
SOA first emerged seven or eight years ago as the next big thing in application development, and a way to help companies become more agile and flexible. But it failed to catch on, partly because vendors found it difficult to get across to business managers why SOA was important.
According to a recent survey by research firm IDC Canada Ltd., about 40 per cent of Canadian companies have begun to invest in SOA or plan to in the next year, which puts them well behind U.S. competitors. And most are only using it in limited ways, says David Senf, IDC Canada program director for security and software research.

I also discovered they had a fairly good article in July, I think it was online-only: Demystifying SOA.
