You can now have Google Feedburner send tweets in addition to creating an RSS feed.
Assuming you have a Feedburner account set up at http://feedburner.google.com/
go to the blog you want to connect to Twitter and select the Publicize tab, then select the Socialize option.
It will let you OAuth to an existing Twitter account.
It tweets post titles along with a goo.gl short link.

Of course, be mindful that in addition to giving you granular stats, this also gives Google yet even more information about how people engage with your content.
I didn't want to mix blog post tweets in with the rest of my account, so I made a separate feed
The Socialize feature is also related to an upgrade of Feedburner, it now has a new (apparently optional for the moment) interface that can provide real-time stats

My issue w/the new feature is that you can't (or at least I can't seem to find a way to) time delay the tweet. I generally publish my blog at 5:00 but don't want to tweet the link until the audience is on twitter which is a few hours later.
Did I miss something?

I don't think you missed anything - I think it publishes to Twitter as soon as it sees a new item in the RSS feed.
