In a speech to the LIBER 40th Annual Conference (Liber 2011) conference, Neelie Kroes, the European Commissioner for Digital Agenda stated that the European Commission will be extending open access requirements so that it covers all EU-funded research as a principle, and she mentions that she is working to extend the current OpenAIRE infrastructure to include scientific data. She also talks about the key role of research librarians to preserve scientific research & data.
She briefly discusses the Europeana repository, including full-text search, and a goal to hold 30 million digital objects by 2015.

In case you're wondering about the first library she mentions at the beginning, I think she's referring to Nineveh.
She has a blog http://blogs.ec.europa.eu/neelie-kroes/ and frequently tweets from @NeelieKroesEU
The Liber conference tweeted from @liber2011bcn and used hashtag #liber2011
