The Speech from the Throne lays out, briefly, the government's priorities.  It is the highest-level policy declaration in the government.  Legislation to implement the Speech, including a budget, then follows.

In statements in the weeks prior to the speech, both Tony Clement, President of the Treasury Board and Christian Paradis, Minister of Industry declared their support for open data.
