We are now taking the concept of 'Open Data' and exploring an approach that could make this the operating principle of our public services. In the modern age, accessibility of low cost Information and Communications Technology (ICT), including cloud computing and high levels of ICT literacy mean that it is relatively low cost for governments to share the 'by-products' of public services with everyone.
