I think this only applies to people who pack or carry loose batteries with exposed terminals .

"Doing something as simple as keeping a spare battery in its original retail packaging or a plastic zip-lock bag will prevent unintentional short-circuiting and fires," Krista Edwards, deputy administrator of the Pipeline and Hazardous Materials Safety Administration, said in a release."

The key word is LOOSE.

My spare lithium rechargables are always with the snap on plastic cover in place and are always carried in their box.
So its not really an issue to the FED's.

Its what is mentioned with "other appropriate measures" in the table.
